Quick answer

One row per license. Thresholds keep the license's own units (monthly, yearly or 12-month revenue, or monthly active users). Gated means Hugging Face asks you to accept terms before downloading: auto-approve grants access at once, manual review waits for a person.

Three clauses to read before you ship

Mistral's modified MIT grants no rights at all above $20 million monthly revenue

Above the threshold this is not a commercial-only limit: the license grants nothing, for any use, to the model and to derivatives of it. The way in is a commercial license from Mistral or Mistral's hosted services.

You are not authorized to exercise any rights under this license if the global consolidated monthly revenue of your company (or that of your employer) exceeds $20 million (or its equivalent in another currency) for the preceding month.
Modified MIT (Mistral): full summary

Llama 4's Acceptable Use Policy withholds multimodal model rights from the EU

For the multimodal models in Llama 4, the Section 1(a) rights are not granted to individuals domiciled in the European Union or companies with their principal place of business there. End users of a product or service that incorporates the models are not affected. Both Llama 4 models in this directory accept image input.

With respect to any multimodal models included in Llama 4, the rights granted under Section 1(a) of the Llama 4 Community License Agreement are not being granted to you if you are an individual domiciled in, or a company with a principal place of business in, the European Union.
Llama 4 Community License Agreement: full summary

Every MiniMax M3 commercial user owes a notice or an authorization

The base grant is non-commercial. Commercial use also needs a "Built with MiniMax M3" notice plus, at or under 20 million US dollars in yearly revenue from the products and services, a one-time notice to api@minimax.io; above that, separate prior written authorization from MiniMax. There is no size below which neither applies.

you shall obtain a separate, prior written authorization from MiniMax by contacting api@minimax.io with the subject line “M3 licensing - authorization request”, if such products and services generate more than 20 million US dollars (or equivalent in other currencies) in yearly revenue.

License by license

Each summary sits above the clauses it rests on, quoted verbatim, and a link to the full text.

GLM-5.3 License

Commercial use: ConditionsGated: No

MIT-style grant with one extra condition: a company that runs a Model as a Service business (third-party API or fine-tuning access with meaningful control over inputs, parameters or training data) and has more than 10 billion US dollars in revenue over 12 months, counting affiliates, must pass a Z.AI security review before commercial use. Products that merely embed model capabilities in specific features or harnesses, and services that only relay requests to models hosted by others, do not count as Model as a Service.

Key conditions

  • Threshold: Applies only if the Licensee or an affiliate operates a Model as a Service business, defined as giving a third party access to language model inference or fine-tuning (e.g., via API) in a manner that lets that third party exercise meaningful control over the inputs, parameters, or training data. End-user products with model capabilities solely embedded within specific features or harnesses, and mere relaying of requests to models hosted by others, are not Model as a Service. For such a business, aggregate revenue of the Licensee and its affiliates above 10 billion US dollars (or the equivalent in other currencies) over any consecutive 12 months triggers a Z.AI security review before any commercial use.
  • Redistribution: The copyright notice and permission notice must be included in all copies or substantial portions of the Software.

In the license's words

"Model as a Service" means giving a third party access to language model inference or fine-tuning (e.g., via API) in a manner that allows such third party to exercise meaningful control over the inputs, parameters, or training data.
This does not include (a) end-user products with model capabilities solely embedded within specific features or harnesses, or (b) mere relaying of requests to models hosted by others.
If the Licensee or any of its affiliates operates a Model as a Service business, and the aggregate revenue of the Licensee and its affiliates exceeds 10 billion US dollars (or the equivalent in other currencies) in total over any consecutive 12 months, the Licensee must pass Z.AI's security review before using the Software or its derivative works for any commercial purpose.

Modified MIT (Moonshot)

Commercial use: ConditionsGated: No

Standard MIT terms plus one rule: a commercial product with more than 100 million monthly active users or more than 20 million US dollars in monthly revenue must show the model name in its user interface.

Key conditions

  • Threshold: more than 100 million monthly active users, or more than 20 million US dollars (or equivalent in other currencies) in monthly revenue
  • Attribution: Above the threshold, prominently display "Kimi K2.6" (K2.6 repo) or "Kimi K2.7 Code" (K2.7-Code repo) on the user interface of the product or service.
  • Redistribution: The copyright notice and permission notice must be included in all copies or substantial portions of the Software.

In the license's words

if the Software (or any derivative works thereof) is used for any of your commercial products or services that have more than 100 million monthly active users, or more than 20 million US dollars (or equivalent in other currencies) in monthly revenue, you shall prominently display "Kimi K2.6" on the user interface of such product or service.

The K2.6 and K2.7-Code LICENSE files are identical except for the model name that must be displayed ("Kimi K2.6" vs "Kimi K2.7 Code").

Kimi K3 License

Commercial use: ConditionsGated: No

Permissive grant with two conditions. A Model as a Service business (third-party API or fine-tuning access with meaningful control over inputs, parameters or training data) with more than 20 million US dollars in revenue over 12 months, counting affiliates, needs a separate agreement with Moonshot AI before commercial use; products that merely embed model capabilities in specific features or harnesses, and services that only relay requests to models hosted by others, do not count. Commercial products with more than 100 million monthly active users or more than 20 million US dollars in monthly revenue must show "Kimi K3" in the UI. Internal use and use through Moonshot AI's official products or certified inference partners are exempt from both.

Key conditions

  • Threshold: Model as a Service operators: aggregate revenue of the Licensee and its affiliates above 20 million US dollars (or the equivalent in other currencies) over any consecutive 12 months requires a separate agreement with Moonshot AI before commercial use. Model as a Service means giving a third party access to language model inference or fine-tuning (e.g., via API) in a manner that lets that third party exercise meaningful control over the inputs, parameters, or training data; end-user products with model capabilities solely embedded within specific features or harnesses, and mere relaying of requests to models hosted by others, are excluded. Any commercial product or service: more than 100 million monthly active users, or more than 20 million US dollars (or equivalent in other currencies) in monthly revenue, requires UI attribution. Neither requirement applies to internal use or to use through Moonshot AI's official products or certified inference partners.
  • Attribution: Above the product threshold, "Kimi K3" must be prominently displayed on the user interface of the product or service.

If the Licensee or any of its affiliates operates a Model as a Service business, and the aggregate revenue of the Licensee and its affiliates exceeds 20 million US dollars (or the equivalent in other currencies) in total over any consecutive 12 months, the Licensee must enter into a separate agreement with Moonshot AI before using the Software or its derivative works for any commercial purpose.
"Kimi K3" must be prominently displayed on the user interface of such product or service.
The requirements set forth in Sections 2 and 3 do not apply to: (a) internal use of the Software, defined as any use that does not make the Software, its outputs, or its underlying capabilities available to third parties; or (b) any use of the Software accessed through Moonshot AI's official products or certified inference partners.

Modified MIT (Mistral)

Commercial use: ConditionsGated: No

Free to use, modify and sell for companies at or under 20 million dollars in monthly revenue; above that the license grants no rights at all (commercial or not) and Mistral must be asked for a commercial license, or the model used through Mistral's hosted services.

Key conditions

  • Threshold: global consolidated monthly revenue of your company (or that of your employer) exceeds $20 million (or its equivalent in another currency) for the preceding month
  • Redistribution: The attribution notice and permission notice must be included in all copies or substantial portions of the Model.

In the license's words

You are not authorized to exercise any rights under this license if the global consolidated monthly revenue of your company (or that of your employer) exceeds $20 million (or its equivalent in another currency) for the preceding month.
This restriction in (b) applies to the Model and any derivatives, modifications, or combined works based on it, whether provided by Mistral AI or by a third party.

The Mistral-Medium-3.5-128B and Devstral-2-123B LICENSE files are identical except for the attribution year ("2026 - Mistral AI" vs "2025 - Mistral AI"). Both texts refer to "This restriction in (b)" although the clause is numbered 2.

MiniMax Community License

Commercial use: ConditionsGated: No

The base grant covers non-commercial use. Commercial use additionally requires a "Built with MiniMax M3" notice plus either a one-time notice email to MiniMax (api@minimax.io) or, when the products and services using the model make more than 20 million US dollars a year, separate prior written authorization from MiniMax. An appendix bans uses including any military purpose.

Key conditions

  • Threshold: more than 20 million US dollars (or equivalent in other currencies) in yearly revenue (generated by the products and services using the model; requires separate prior written authorization from MiniMax)
  • Attribution: For any Commercial Use, prominently display "Built with MiniMax M3" on a related website, user interface, blogpost, about page or product documentation. At or below 20 million US dollars in yearly revenue from the products and services, also send a one-time notice to api@minimax.io; above it, obtain separate prior written authorization by contacting api@minimax.io. The license names the exact email subject line to use in each case.
  • Prohibited uses: An appendix in the license itself lists prohibited uses, including any military purpose.
  • Redistribution: The copyright notice and permission notice must be included in all copies or substantial portions of the Software.

In the license's words

to deal in the Software for non-commercial purposes
you shall prominently display “Built with MiniMax M3” on a related website, user interface, blogpost, about page or product documentation.
you shall obtain a separate, prior written authorization from MiniMax by contacting api@minimax.io with the subject line “M3 licensing - authorization request”, if such products and services generate more than 20 million US dollars (or equivalent in other currencies) in yearly revenue.
Assist with, engage in or otherwise support any military purpose.

Llama 4 Community License Agreement

Commercial use: ConditionsGated: Manual review

Commercial use is allowed unless the Licensee and its affiliates had more than 700 million monthly active users on the Llama 4 version release date, in which case there are no rights until Meta grants a license at its sole discretion. Distributing or making available the materials, or a product, service or model built with them, triggers a "Built with Llama" notice, a copy of the Agreement, and a "Llama" prefix on any distributed derived model; purely internal use does not. All use must follow an Acceptable Use Policy that withholds the multimodal models' rights from EU-domiciled individuals and EU-based companies (end users of products that incorporate them are not affected).

Key conditions

  • Threshold: If, on the Llama 4 version release date, the products or services made available by or for the Licensee or its affiliates had more than 700 million monthly active users in the preceding calendar month, the Licensee has no rights under the Agreement unless and until Meta grants a license, which Meta may grant in its sole discretion.
  • Attribution: Only if you distribute or make available the Llama Materials (or any derivative works) or a product or service (including another AI model) that contains any of them: provide a copy of the Agreement and prominently display "Built with Llama" on a related website, user interface, blogpost, about page, or product documentation.
  • Naming: Only if an AI model created, trained, fine tuned or otherwise improved using the Llama Materials or their outputs or results is distributed or made available: its name must begin with "Llama".
  • Outputs: Using Llama outputs or results to create, train, fine tune or improve an AI model is allowed; if that model is distributed or made available, its name must begin with "Llama".
  • Region: The Acceptable Use Policy states that for multimodal models in Llama 4, the Section 1(a) rights are not granted to individuals domiciled in, or companies with a principal place of business in, the European Union; end users of a product or service that incorporates them are not affected.
  • Redistribution: Provide a copy of the Agreement and retain the notice "Llama 4 is licensed under the Llama 4 Community License, Copyright © Meta Platforms, Inc. All Rights Reserved." in a Notice text file.
  • Acceptable Use Policy: llama.com

In the license's words

If you distribute or make available the Llama Materials (or any derivative works thereof), or a product or service (including another AI model) that contains any of them, you shall (A) provide a copy of this Agreement with any such Llama Materials; and (B) prominently display “Built with Llama” on a related website, user interface, blogpost, about page, or product documentation.
If you use the Llama Materials or any outputs or results of the Llama Materials to create, train, fine tune, or otherwise improve an AI model, which is distributed or made available, you shall also include “Llama” at the beginning of any such AI model name.
If, on the Llama 4 version release date, the monthly active users of the products or services made available by or for Licensee, or Licensee’s affiliates, is greater than 700 million monthly active users in the preceding calendar month, you must request a license from Meta, which Meta may grant to you in its sole discretion, and you are not authorized to exercise any of the rights under this Agreement unless or until Meta otherwise expressly grants you such rights.
With respect to any multimodal models included in Llama 4, the rights granted under Section 1(a) of the Llama 4 Community License Agreement are not being granted to you if you are an individual domiciled in, or a company with a principal place of business in, the European Union.

OpenMDW License 1.1

Commercial use: YesGated: No

Permissive license with no commercial limits and no restrictions on outputs: keep the license and notices when redistributing. All rights end if you file, maintain or voluntarily join a lawsuit claiming the model materials infringe a patent or copyright, unless that lawsuit responds to a corresponding lawsuit first brought against you.

Key conditions

  • Redistribution: If you distribute any portion of the Model Materials, retain a copy of the agreement and all applicable copyright notices and other notices of origin.

In the license's words

permission is hereby granted, free of charge, to deal in the Model Materials without restriction, including under all copyright, patent, database, and trade secret rights included or embodied therein.
If you file, maintain, or voluntarily participate in a lawsuit against any person or entity asserting that the Model Materials directly or indirectly infringe any patent or copyright, then all rights and grants made to you hereunder are terminated, unless that lawsuit was in response to a corresponding lawsuit first brought against you.
This agreement does not impose any restrictions or obligations with respect to any use, modification, or sharing of any outputs generated by using the Model Materials.

Commercial use: Yes

Standard permissive licenses: commercial use with no revenue or user threshold, no naming rule and no limit on outputs. Keep the license text and copyright notices when you redistribute the weights. Each model page links the exact license file its repo ships. Gemma 4 is Apache 2.0 too and has its own entry, because it ships under Apache 2.0 rather than the Gemma Terms of Use.

FAQ

Which open-weight LLMs can you use commercially with no conditions?

48 of the 63 models tracked here: every Apache 2.0 or MIT model, Gemma 4 included, plus the OpenMDW License 1.1 models (NVIDIA Nemotron 3.5 Lightning 30B-A3B, NVIDIA Nemotron 3.5 Super VL 120B-A12B, NVIDIA Nemotron 3.5 Bolt 74B-A9B). None of these licenses sets a revenue or user threshold; keep the license and notices when you redistribute.

Which open-weight models are non-commercial only?

Cohere Command A (03-2025), Cohere Command R7B (12-2024), Cohere Aya Expanse 32B. Non-commercial use only, with Creative Commons attribution and an Acceptable Use Policy that also bars using outputs as commercial synthetic training data.

Can you use Llama 4 commercially?

Hugging Face downloads are gated with manual review.

What happens above Mistral's revenue threshold?

Free to use, modify and sell for companies at or under 20 million dollars in monthly revenue; above that the license grants no rights at all (commercial or not) and Mistral must be asked for a commercial license, or the model used through Mistral's hosted services. The trigger, in the license's words: "You are not authorized to exercise any rights under this license if the global consolidated monthly revenue of your company (or that of your employer) exceeds $20 million (or its equivalent in another currency) for the preceding month."
