get_records_entities_by_record_id- Gets all entities associated with a record (full mode).

Notes and caveats
- Minimal tool mode by default; set MCP_TOOLS_MODE=full for all tools.
- IBM Cloud uses an IAM API key and instance CRN; Software Hub uses CPD credentials.
- A setup wizard configures Claude Desktop or HTTP mode.
