ChatGPT Plus vs Claude Pro for Developers (October 2026)

TL;DR
Both cost $20 a month. Plus meters Codex apart from chat and includes GPT-6 Astra; Claude Pro shares one pool with Claude Code. Which to pick.
Pick ChatGPT Plus if you want a published Codex allowance, GPT-6 Astra included, and a chat that stays usable after your coding budget is gone. Pick Claude Pro if Claude Code is your main tool and you will pay annually ($17 a month). The deciding difference is the meter: OpenAI counts Codex separately from Chat, Anthropic counts Claude and Claude Code from one pool.

Why now: on October 7 OpenAI moved ChatGPT's Chat tab to GPT-6, powered by GPT-6 Sol on Plus and GPT-6 Luna on Free and Go, the same day Anthropic shipped Claude Haiku 5.5. A day later a thread on r/AI_Agents asked the question this page answers, "Claude Pro vs ChatGPT Plus: which one is actually worth it?", with the poster saying "they're both really good" and asking which to pick. For a developer, the answer comes down to which coding agent you live in and how each plan counts your usage, not to chat quality.

The Difference That Decides It: One Pool or Two#
On Claude Pro, Anthropic's help center is explicit that the five-hour and weekly limits "are shared across Claude and Claude Code, meaning all activity in both tools counts against the same limits." A long refactor in the terminal spends the same budget you would use to ask Claude a question in the app.
ChatGPT splits that differently. OpenAI's Codex pricing page says "ChatGPT Work and Codex share usage," and the ChatGPT pricing page lists everyday text chats as unlimited on every plan, subject to abuse guardrails. Coding and agent work draw from one allowance; ordinary chat does not.
The Hacker News thread on the GPT-6 launch put the practical cost of the Claude design in one line. User redox99 wrote: "Meanwhile I cant ask a simple question to Claude, not even to Haiku, because I used my claude code 5h limit." That is one developer's experience, not a measurement, but it matches the documented rule.
If you use your subscription mostly for a coding agent and rarely open the chat app, the shared pool costs you nothing. If you lean on chat all day while an agent runs, the split meter on Plus is worth real money.
Who This Favors, and What Could Change#
Today the plan design favors OpenAI with developers who do both: a separate chat meter, published Codex numbers, and its top model inside the $20 plan. Anthropic's answer is price and focus: Claude Code everywhere you code, and $17 a month if you commit for a year.
The opinions in the GPT-6 thread split the same way. One commenter, a long-time user of both Claude Code and ChatGPT, says OpenAI "is nailing it." Another expects OpenAI to end what it calls "essentially unlimited chat mode" and says that would send them back to Claude. OpenAI's pricing pages say nothing about such a change as of October 9, so treat it as a forecast, not a fact. Still, it is the one to watch: the split meter is Plus's main structural advantage over Pro, and it is a pricing decision OpenAI can reverse. If Chat moves into the metered pool, the comparison collapses to model preference and the annual discount, which favors Claude Pro.
The pressure on Anthropic runs the other way. Plus includes GPT-6 Astra at a small allowance, while Pro puts Fable 5 and 5.1 on pay-as-you-go credits. A $20 buyer comparing "best model I can use without extra charges" sees Astra on one side and Opus 5.5 on the other.
How Much Coding $20 Buys#
OpenAI publishes ranges for local Codex messages per five-hour window on Plus. From the pricing page, checked October 9:

Weekly limits may also apply, and cloud tasks can use more of the allowance than local messages. The ranges are wide because task size drives consumption; our Codex usage limits guide covers resets and the Pro tiers in detail.
Anthropic does not publish an equivalent table. Its pricing page says usage depends on conversation length and complexity, the model and the features you use, "so there's no fixed message count," and that Pro gives "at least 5x more usage per 5-hour session than Free." So on raw predictability, Plus wins: you can plan a week of Codex work against published numbers. Claude Pro asks you to measure your own usage first.
Cost When You Run Out#
Both plans let you keep working past the limit, but they bill differently.
Claude Pro usage credits are charged "at standard API rates." Take one heavy agent session: 2M input tokens, of which 1.8M are cache reads and 200K are fresh input written to the cache, plus 100K output tokens. At the current Claude API rates:

ChatGPT Plus credits are priced in credits per million tokens. Codex credit billing has no separate cache-write charge, so the same session on GPT-6.1 Sol (50 input, 2.5 cached input, 250 output credits per MTok) works out to 4.5 + 10 + 25 = 39.5 credits. OpenAI does not publish a fixed dollar price per credit for personal plans; its help center says purchase amounts and prices "can vary by account, region, and plan," so check the price shown in Settings > Usage before you rely on overflow.
One more route on both sides: an API key. Codex runs with an OpenAI API key at API prices. Claude Code does the same with ANTHROPIC_API_KEY, and Anthropic warns that if that variable is set, Claude Code uses it "instead of your Claude subscription," which is the most common way people get billed twice.
What Changed This Week#
- GPT-6 reached Chat. Since October 7, Chat on Plus runs on GPT-6 Sol with Intelligent UI. OpenAI says "the models powering Work and Codex are not changing as part of this release," so your Codex model picker is the same as before. GPT-6.1 Sol stays in Work and Codex, not Chat; see the GPT-6.1 Sol release guide.
- GPT-5.5 leaves ChatGPT on October 14. OpenAI's pricing page says it retires from ChatGPT, Work and Codex on all plans that day; the API is not affected.
- Haiku 5.5 joined the Claude lineup. Anthropic's pricing page lists Haiku on every plan, including Free; for Claude Code users on Pro, a cheaper worker model means subagent work can spend less of the shared pool.
- Fable stays outside Pro. The promotion that let Pro use Fable 5 within plan limits ended July 19, 2026. On Pro, Fable 5 and Fable 5.1 run on usage credits from the first message.

Is ChatGPT Plus cheaper than Claude Pro?#
Monthly, they are the same: $20. Claude Pro is cheaper if you pay annually, at $17 a month ($200 billed up front), while OpenAI lists Plus as a monthly plan only. Overflow costs differ: Claude bills extra usage at API rates, while ChatGPT sells credits whose dollar price can vary by account and region.
Which is better for coding, ChatGPT Plus or Claude Pro?#
It depends on the agent you prefer. Claude Pro includes Claude Code with Opus 5.5, Sonnet 5.5 and Haiku 5.5. ChatGPT Plus includes Codex with GPT-6 Astra, GPT-6.1 Sol, GPT-6 Sol and GPT-6 Luna, and OpenAI publishes how many messages each model gets per five hours. If you have no preference, Plus gives you more predictable limits and the vendor's top model; Pro gives you Claude Code.
Does Claude Pro include Claude Code?#
